Message from Superintendent Kubes - DUSD Update April 20, 2023

I want to thank the community members that attended Wednesday’s  communication forum.  We were able to communicate and collaborate with each other to have the appropriate information and action steps that will help us move forward as a strong community.  

Here are the notes for the meeting:

Mr. Kubes introduced the purpose of our meeting and introduced the sheriffs that were involved with this case. He gave a brief overview of the reported incident, timeline and ongoing investigation.

Can the Sheriff’s stay throughout the day at the schools? 

We are providing 5 sheriffs throughout the day.

We had an emergency, how long would it take for the police to respond? 

Response from Lieutenant:

Working on this tirelessly.  If God forbid if we had a school shooting, the deputies, detective, CHP officers across the counties would be immediate.  Deputies cover Delhi, Hilmar, Livingston, Balico and Atwater, all deputies would drop everything to be here and make this a priority. 

How long will the sheriff's presence be here? 

Response from Lieutenant:

It will continue as long as there is a threat and we have several search warrants, court orders.  The way that it is done through social media.  WE have a responsibility to ourselves and our community and to our students in what they are doing through social media.  Unfortunately some of the social media companies like Tiktok, Snapchat, etc. care more about making money than giving us the information we need.  We will continue as long as it needs to be continued. We will continue to do intermediate checks throughout the days. 

Was the picture that was being shared from social media or “air-dropped”? 

Superintendent:

It came to us through the Stop-it App.  We don’t know if it was airdropped or not.  If your child comes to you and tells you that it was airdropped, you need to call the number so that they can find where they were when it was given, and add it to the investigation. 

We are not sure if it was airdropped or not, but when we got it, we presented it. 

Critical that when you get something, before you share it on social media, you need to report it. It creates wildfire, and it is not just in Delhi, but in different areas. 

If it is air dropped, is it easier to track where the photo is coming from?

Supt - If it is air dropped, it can only go through a different area. 

Dep - Hi - tech detective: 

  1. From me to you, it is trackable.

  2. If you get it from me to you, and then screenshot and share, and screenshot and share it is not traceable

  3. 2013 FL student photo, the same photo was sent back then. 

  4. Airdrop is trackable to an extent. 

Why is the school not gates?

Supt - the origin of the Ed Park was to have a space that is open. What is understood from the original intent of the Ed Park, to have an open space here for the student and the community as a staple for Delhi. 

Look around the schools and Turlock, Hilmar is open. Safety wise for the kids it cannot be open and we need to do something about that. 

Before, living times before. 

Supt - It's not about a preference, it is just about what it is. It was built with the spirit of the community, and if that is what the community is thinking of.

School built in 1998, I understand before, open campus. All of the elem sites are gated.

Someone walked on to the campus and  none of the doors were locked. 

How would we be able to bring it to the board?

How do you report this? You have those conversations with the district and the board and mention that. 

If you hear a situation about a door not being locked, you tell the admin, it is critical that it is addressed and getting fixed. 

That was my question too, what is the protocol so all of the doors can stay locked since we do not have a fence at the campus?

Training with KSL with the protocol. Since the beginning of the school year the classroom doors are to stay closed and locked. 

It is critical that we communicate. 

If you see or hear, or see something, you need to say something. 

When the picture was sent with the original message?

Supt - First message was the one that was specific to Delhi, MS and HS. All elementary schools are getting support and vigilance as a response to the original message.  

The mental health aspect of the situation. 

If this person is getting bullied, what is your guys' approach? 

Students have been bullied without help. 

Supt - We take bullying very seriously. 

  1. We promote and inform the community about the 

  2. When something is happening with your child, you go to the site. 

    1. Meet with the principal

    2. Let the District Office know 

  3. Family Support, and Student Support Counselors at the school sites

  4. Bring them to the site’s attention so that we can look at them case by case

What protocol do you have if drugs/substances are brought to school? Random drug searches. 

Supt - Random K9 searches that function, we are also installing vaping sensors in our restrooms 

If you hear or confront something like that, a child with something illegal on campus, you have the right to reach out to the authorities 

What are the threats from Saturday?

Supt - Using the “f” bomb towards the MS/HS, you all better get ready… with a gun, that was the tiktok post

Sgt - Dozens of search warrants, to check on these items and we have done our part to see who sent it,and where it came from. Warrants that go to social media companies, “we cannot check that”, or send you that information. 

DA conversation to try to lean on a social media/tech company, with a search warrant that was signed by a judge. The DA was asked what they could do, and they could compel them to cooperate. We are doing things that we believe are putting us close to who is responsible for this. We hear you, and we have a bigger problem, that is bigger than just fences at school. Take a village and face more problems today and it starts at home. We need to be more involved. 

More than likely, your students have overheard something or know someone that has heard something that can help us along the way. 

Q- When we leave here, go home and talk to your kids, look them in the eye. Somebody out there knows something that we need to know. 

Has anyone been detained at this time?

Sgt - We have not gone out and detained anyone. We have not arrested anyone. 

We are still waiting for vital information from the community and the tech companies. Way to install fear and disrupt the daily activities of the children. All at the mercy of somebody. 

Once we have someone who is responsible for this, you will know, I promise you that. 

Still waiting for vital information to deem this threat credible or not credible? You deemed it credible. You threaten us with unexcused absences. 

We work together to find out who is in danger. 

Attendance - we understood there was fear, and other districts do not do that. 

What we know when our students come to school, they get to learn. If we were to close down the school, people could just stay home. 

Better communication to the parents like the one that was sent today. 

I have not sent my child to school, and am afraid. 

Communication is poor, but there are people in the school that are watching our students. 

“We are working on it”

This time we had nothing. 

Keeping students home from school, staff was rude and nasty, I made that decision and not the school. “You” feel that it is safe, but I do not and I do not want to send my child to school. The way that your staff is talking is not acceptable. 

As far as phone calls, I like to make voice calls. 

If families miss the call, they do not know what the call is about, and makes them more nervous then what has happened. 

Anytime that you feel a lack of service, bring it to our attention. I cannot do something about it, if I do not know about it. 

Appreciation for the time and thanks for the time that has been served on the investigation. It starts at home, and a call to action to have parents and community members involved. 

It is important to be involved.

Parent Square - Student at MCOE Special Education. Kids are still here and they cannot speak for themselves. 

Let us know and what you described should be addressed. Coordination with the county programs that the county programs on delhi campuses are aware of now. 

What is my stance? Is the campus safe and that the schools should be open?

I do not want your children to be in danger. 

I put myself on the front line. There is never any way to guarantee anything at any time. 

All of our staff is there, we are all hurting together. 

There  is nothing that I can say, that will 

STOPit app, please be as detailed as possible. Information is a one shot deal.

Dates, times, email address, etc. 

Trained the staff for the Ed Park, what have you done to train students on a school shooting?

We train the adults to be prepared, and then hold drills to be better with that. We need to do more so that we can train students so that they know what to do when these situations take place. More explicit training. 

There is a training that we can provide that does involve students, we choose to not go that route, it could be traumatizing for some students. 

If community is wanting that then we can look into it, and if we hear from our students we can go that route as well. 

Are you searching the Elementary students as well?

No, we do not search the backpacks. 

We do not have random searches at the Elementary level. 

Front office, are they trained and they are in just as much danger as our students are. Can we do a button and speaker at the front door?

This can be discussed at the safety meetings on the second tuesday of the month. 

Why is it that the stock picture that was posted that goes back to 2013, was reported with another message about shooting the next day?

As soon as these postings were shared in the social media, the district was also made aware of them and immediately reported these images to law enforcement. 

Detective, if your child was enrolled in school, would you feel safe sending him/her to school? 

Would I feel safe in the preparation I have done as a parent that I have instilled in her, I have prepared her for the worst-case scenario.  As a parent, I would send my child to school.  Everyone has to make that decision for themselves. 

Were there guns found at the school? 

No

We are assuming that the suspect is an outside person. Is there preparation for the staff if the perpetrator is an inside person? 

Yes, we have trained our staff on emergency procedures. 

How come the school does not have an SRO? I have been told it’s because of money.

As a community, our next steps will be to secure a SRO for next school year. 

What time does the Sheriff surveillance begin?

The sheriffs will not say what time their surveillance begins because if someone wanted to shoot the school they would do it before and after the surveillance.

What is the validity of the post? 

Saturday, the anonymous post was from an image that was already in stock on the internet. People do that to stop school functions and instill fear. The posts (post #1 and post #2) may be connected, but not certain. 

What happens with my child’s grade if they were absent and they had to turn in a project?  

An excused absence gives students a timeline to submit their homework.  The teacher and parents must have an agreed upon timeline. 

What happens if the person that is responsible is a minor? 

There is no one answer. Depends on the criminal history of the individual, mental health, and other factors. It will be up to the District Attorney’s office. 

Why are we not checking every student’s backpack? Doing searches. 

We do have the K9 searches that are conducted randomly. Parents should conduct their searches on their children. 

Has the Sheriff’s Office considered talking to students about social media? 

If the school facilitates an opportunity to do so, we are willing to talk to the students.
